Yes — full envelope protection is the goal. If a single opening is breached, internal pressure can spike and cause roof failure. We can prioritize critical openings first if budget requires phasing.

Plywood is a last resort, not hurricane protection. It is heavy, hard to store, weakens when wet, does not meet Wind-Borne Debris Region code, and will not qualify for insurance wind mitigation credit.
